Not So Bad After All?

I was getting nervous about the rise of violent extremists in Somalia a few weeks ago, but a new report emphasized that things there are so chaotic that even al Qaeda can't deal with it. Not entirely sure that's a good thing, but it's maybe a less bad thing. Not for the Somalis, obviously, but you know what I mean.
