The Other McCain (Non?) Story

Maybe it's just me, but I look at this tricky jujitsu John McCain seems to be engaged in with regard to public financing, and see a reaffirmation that this is a guy who has spent an awful lot of time thinking about campaign financing. I would kind of hope that, in trying for years to fix the system, he would know exactly where all the loopholes are.
