Karen Tumulty wonders why this campaign seems so reliant on character when she feels we've seen more substantive policy ideas than previous elections.
Wouldn't the flip side be that character comes into play because of the detailed policy proposals? Either they meet a certain vague requirement for comprehensiveness that everyone basically passes that one hurdle, or they're so incomprehensible that the electorate doesn't want to think about it.
